What is Regulations.gov?

Regulations.gov is your source for information on the development of Federal regulations and other related documents issued by the U.S. government. Through this site, you can find, read, and comment on regulatory issues that are important to you.


What can I find on this site?

On Regulations.gov, you can find and comment on proposed regulations and related documents published by the U.S. Federal government.

You can also find:

  • Final Regulations

  • Notices
  • Scientific and Technical Findings
  • Guidance

  • Adjudications

  • Comments Submitted by Others

  • The Unified Agenda and Regulatory Plan

You will not find:

  • Public Laws (Legislation)

  • Who manages Regulations.gov?

    The eRulemaking Program Management Office, with the assistance of partner Federal agencies, manages Regulations.gov. The eRulemaking Program was created in 2002 as an E-Government project and is managed by the U.S. Environmental Protection Agency.

    The eRulemaking Program is committed to:

    • Increasing access to and participation in developing regulations and other related documents that impact you

    • Promoting more efficient and effective rulemaking through public involvement

  • What is a Non Participating agency on Regulations.gov?

    A Non Participating agency is a Federal agency that publishes Federal Register documents on Regulations.gov but does not participate in the eRulemaking program; therefore, public comments and additional supporting documentation are not posted on Regulations.gov. In order to view these comments, users should contact the agency directly. In order to find the contact, reference the section in the Federal Register entitled "For further information contact."


  • What is "My Recent Searches"?

    Regulations.gov will offer “My Recent Searches” as an option to help you quickly find regulations related to your areas of interest. You will be able to access your saved searches under the heading "My Recent Searches" from the Regulations.gov homepage. There it will display up to five of your most recent saved searches.


  • How can I use the Browse tab?

    Click on the Browse tab from the homepage to begin browsing Federal Register documents (e.g., Proposed Rules, Rules, and Notices) and Other documents that have been categorized under 10 top-level Industry Category headings (e.g., Banking and Financial, Technology and Telecommunications, etc.). These recently published documents are open for comment and grouped under these categories based on their referenced CFR Citation Number(s). Public Submissions and Supporting and Related Materials are excluded from these categories.

    By clicking the title of any document listed on the Browse tab, you will open its Document Detail page to view the regulatory text and other important information. You can also open the Submit a Comment page and share the document with others using email, Facebook, or Twitter.

    Click the heading of any Industry Category to see other related Federal Register documents listed on the Search Results page. To narrow or expand results, use additional search filters, and even enter a keyword to search within results.
